In the anime I believe the white flag belongs to Italy. Historically speaking, however, the white flag was adopted by France in the 17th century though replaced by the tricolor flag in 1794. Considering that Hetalia is commonly set during WW2, I only saw it appropriate to give him what would have been his official flag at the time.
