oh well if you use sai you just have to make a different layer and use the airbrush around the desired glowing bits and then change the layer to luminosity!o u o
and if you use photoshop then make another layer and use a soft brush around desired shiny bits and then use the dodge tool as a soft brush u v u

If I may ask... how'd you get that? I've tried a few different methods, but I've never been able to achieve that awesome outcome. Any tips? ^^;
