I believe it's the culture of each country. But there is also a tendency of dark skinned people appearing less than the others. Even in the ocident. I mean,even if there are more dark skinned characters in HQs, movies, etc. They are still way fewer than the others.
You know, I've wondered that myself. I'd say it's because the Japanese don't have dark skin. But some anime characters are blond, and I don't know of any native blond Japanese people. Then again, some anime characters have pink or blue hair, and nobody has those natural hair colors. I think I'm just confusing myself.
