For the glow, I just used the effect "Outer Glow" and picked the same color while changing the other settings. It's usually in editing programs, but I'm not sure about art programs. I hope that helps :)
I really loved those details! I was trying to do that "glow" thingy but I never succeeded xD IDK what went wrong x) maybe the colors were not right (well, i dunno how to pick the right colors haha)

Cool. Even though I have no idea what RWBY is x) the thin lines made the hand look like its borderless. And it looks beautiful ^v^ The cloud looks great. I see the result of different effects mashed up together x) I love the background! And the glow of the stars (or is it just me? xD) but I think its glowing haha
