Check some of the comic shops to see if they carry single sheets of the Bristol board. Some shops have blue line pro papers and they have different types formatting between the grades of paper. They make non photo blue leads and pencils. These may be closer to the preprinted page inks. Good luck.
Well, even if I ignore the red lines and work only on the blue, I still can't easily get rid of them without upping the levels a lot. >_< Perhaps it's just the particular shade of "blue" that this paper has. It looks to me like it's a little on the green side (I was using the cyan in hue/saturation to take it out). I could also get blue lead; it's just that red is what I have right now and with this particular paper's "blue", it probably wouldn't help anyway. ^^
The paper I can easily get locally is I think Canson? And theirs only has markings for halving and thirding the paper. Not very useful for manga. >_< But at least now I know there's other paper out there. ^^
Red and blue are on different ends of the color spectrum. Use a blue colored pencil instead of red - it will make it easier for the cleanup of the lines and the non-photo blue pre-printed lines.
As for the measuring scales on the paper - depends on the brand. I had gotten a couple of sheets of 11x17 with the inch markings on the side from a friend that was visiting from California. It was a art store house brand. Unfortunately, I don't think they have any stores outside of the west coast area.
