Not sure if you have heard of <<Photoscape>>, but I have using it for years before I got Photoshop.
Do you want to try drawing digitally? I have some links for downloading Paint Tool SAI if you want. Took some time getting use to making lineart using mouse, but once you get use to it, you'll be unstoppable. xD

Oh wow I really like her! I love those eyes and the way you drew her clothes - yeah I know it's not your design but you made it great! Lovely coloring - love the intense blue!

Oh, and would you like a link to a free photo editing software? It has bloom effect (which will makes your drawing looks glowing), there's option for texture as well. And you can add text, cute object and all in you photo. xD
