So the thing Emory created was a bell tower using the free labor of serfs (the lowest social class in Imperial Russia Perovskia). This is the tower that has been ringing during Good Friday which annoyed Natalya. It's said that bells should be tied from tolling on Good Friday in mourning for Jesus when he was hung on the cross.
Keep in mind that there are three types of towers in this story: the authentic singing towers that hold the ancient stanzas, the false singing towers that are created merely to divert Natalya's task, and regular bell towers. Only people with Blue Blood (such as Natalya, Ilarion, and Mikula) are able to hear the bell tolls of singing towers (real or not).
