Well, shape layers are great because you can resize the vector up and down without losing quality. If, on the other hand, you use raster layers, they'll be pixelated when you resize the image up. That's why I recommend shape layers, they're far more practical (even though it takes so long to do the outline).
Thanks :] Well, it's not difficult. I wrote a tutorial based on vectoring with Shape Layers - it's for vectoring eyes but you can use the same method for coloring (since what I did there is basically a coloring tut focused on something simpler).
If you want to color with Raster Layers, you can follow this tutorial and, instead of selecting "Make Selection", select "Fill". However, I'd recommend the Shape Layers method since it's essentially the way to make real vectors.

I FOUND A VECTOR TUTORIAL AT THEO :D now this is an amazing coincidence. I was thinking to write an introduction to vector art, like what vector is >D then i stumbled upon your article XD

You can try GIMP and Inkscape, I've heard they're freeware. GIMP looks a lot like Photoshop and I've encountered people who vector with it, so you can download it and try if you want ^_^

Yes, it's important to vector something you like...indeed. I would totally die if I chose something I hated. XD Although I tend to dislike most of what I work on! But not my Ritsuka one~ Thank you again for the wobbly fence. ♥
Your vectors are always so great...I love how you use the gradients. Yours always look so much better than mine. XD
