I don't like the art style at all so I never bothered with it. The story line seems really interesting though and the animation is amazing, especially fighting scenes. But back to the manga, yeah, I guess the plot is just that amazing to make up for the art...
The thing about One Piece is that the story seems to have grown in depth as the years have progressed and everything is so intricately woven that there doesn't seem like there's anything that the author put in for the hell of it. I've stopped seriously speculating on what's going to happen, because I know that the author does not play by the rules and likes to turn his readers upside down whenever possible. It's funny and serious, and sometimes both at once, just like in real life. Of course, in real life no one can actually stretch to incredible lengths and there aren't islands in the sky, just to be brief, but the characters feel real and three-dimensional enough for readers to keep at it. Few things feel rushed and the foresight that goes into the characters, settings and plot lines can sometimes be nothing but incredible.
There's some people that just don't understand it, for whatever reason, and that's okay. Personally, I love the story and art and have been pretty influenced by the series as a whole to say the least. However, there are other shounen series with ridiculously huge fanbases that I just cannot say are any good, like Naruto or Death Note. I find both series average, at best, but for some reason there's a bunch of people who claim they are the greatest things ever. It's just a matter of taste.

If only One Piece had half the population of the US being of fan of it, we'd change our stereotypical American ways...

This is just what I think, but people may like it since it's very upbeat, full of action, and when something bad happens you genuinely feel for the characters that you're reading about. I kinda got teary eyed for Trace and Whitebeard when they died and really felt bad for Luffy.
It's almost like Yu Yu Hakusho or even Dragonball before Goku grew up: you have a rash protagonist, who is a gifted fighter striving to be the best, and his motley crew, each with their own stories and aspirations, who are having an adventure with him as they find themselves saving the world or even each other. They overcome what adversities they face and when defeated they strive to become stronger in order to achieve their dreams.
Then again, I also have a soft spot for cartoonish art styles that are seen in pieces like Rave Master, One Piece, Cyborg 009, much of Osamu Tezuka's work, Lupin III, or even Scott Pilgrim to give a Western example. To each their own, right?
