Well if you visit wikipedia's page on Television content ratings, you'll find it mentions that T.V. Anime do follow certification system of Eiren, the Japanese equivalent of the MPAA (Motion Picture Association of America). Eiren's certifications are G (all ages admitted), PG-12 (Parental Guidane Sugested for viewers under 12), R-15 (no one under 15 admitted), and R-18 (no one under 18 admitted).
P.S. I am proud of the men and women of the Anime and Manga industries for not being afraid for stand up for what they believe in.

Definitely there needs to be more careful supervision of what age group gets a hold of what content in stuff. But people still buck the system by just having older friends or family buying younger kids stuff they shouldn't handle.
As for this situation, I'm thinking they're going to later be protesting more about a dip in revenue.
hmm...tough topic, this one...
While I don't believe in excessively violent or mature materials being in the hands of those too young/immature to handle such things, I believe that the protection of the minors in question is largely the job of the parents.
however, at the same time, there should at least be ratings on violent content to at least warn potential consumers of the type of content they may be delving into. I know we have manga ratings and such over here in the west, if they have them over there as well already, then I also believe that this new bill could be a bit excessive, and I could understand the manga companies' anger at being over-regulated.
