Sailor Moon defiantly has my vote. It was one of the first animes I ever watched. I loved that show when I was little! I still hum the theme song to annoy my brother from time to time. XD
Not trying to hate on Sebas-chan - he's one hell of a Butler afterall. I like Black Butler too, and think it's great that the show renewed some people's interest in anime!

Read Artemis Fowl and watch Chrno Crusade. If the two had a baby that grew up to like goth fashion, it would be called Black Butler.

I've always hated Sailor moon (No offense to sailor moon fans) and it honestly almost turned me away from anime.
That being said, black butler has made me really appreciate dubs and the story is much more creative than the same old super powered drama queen saves the world.
More of an impact on the anime community? Sailor moon. More of an impact on ME? Sebastian. Better personality? Sebastian. Better back story? Sebastian. More interesting motivation? Sebastian. Better at handling difficult situations? Sebastian.
IMO, just because something has been around longer and more people have seen it, does NOT make it a better show.
Haven't seen one episode of Black Butler. That being said, this is the easiest decision yet.
Serena/Sailor Moon gets my vote as being the star of the first real sentai anime which inspired the creations of many a kickbutt heroine. Your Jills and Samus' would not have been the same if not for Serena Tsukino.

Like..sorry i like BlackButler and all but instead of thinking in terms of, oh sebastian is hot imma vote for him! think of it overall, Man..sailor moon is a classic, and BlackButler can't touch it because sailormoon is more in depht then BB and all other factors. Obviously, my vote goes to Sailor Moon as she influenced me as fan to appreciate the cute magical girls in anime. Plus, as a character in anime, she demonstrates that it's okay to be afraid of terrors sometimes when risking one's life for a destiny of fighting violent bad people, because after all, it's a matter of showing one's humanity.
As for Sebastian Michaelis from "Black Butler", I don't know squat about him as I have never watched the anime and I have known Sailor Moon for 16 years.

So for "How they've influenced you personally" Sebastian gets my vote. Sailor Moon may be more iconic, and she may have stood the test of time but to me, even years from now, I'll remember Sebastian as the character who brought anime back into my life. ^_^

Gotta agree with Timey on this one, that Sailor Moon in the 90s brought a bunch of us geeks out of the wood work and anime to the mainstream.
Also, personal preference here, but I HAVE seen Black Butler, and I really hate it. The characters are all unlikeable, and I can't get behind a demon butler that does whatever his rich 10 year old master tells him and has no character development. Maybe it's cause I haven't seen much later in the show past episode 6 or so, but the first few episodes are really a turn off.
I think a lot of people can get behind a girl that not only struggles with love, but high school as well, even if they can't see eye to eye on the whole defending the universe thing.

Not even a tough call! Sailor Moon gets it - hands down!!
Sailor Moon is not only iconic in Japan and the US, but around the world. The anime has been aired (and continues to air twenty years later) in just about every country with televisions. Few other characters have achieved that level of influence.
Her look is original, immediately recognizable and imitated. (Whereas in my opinion, Sebastian looks like Lelouch, Kurane, Shigure, half the cast of Nabari no Ou, and dozens of other anime characters that came before him.) She faces situations where there is no "right" answer, no easy way out, and still never gives up believing that people are good and deserve love.
That is an infinitely pure value, yet Sailor Moon is not flawless. Sometimes she is selfish, stubborn or jealous. She eats too much junk food and is not the best student, loves manga and video games and is somewhat lazy.
She faces typical everyday challenges - dating, school work, body image concerns, getting yelled at by her parents - things real people can relate to. Sailor Moon is lovable because she lives in the 'real' world just like the people watching.
Sebastian is cool, no doubt, but Sailor Moon is eternal.

While I do love both characters and at first thought this was going to be hard...I then kicked my inner fangirl and realized that Sebastian was only on here because of rabid fangirls. He is a great character and the series is great too, but it isn't even completed yet (manga-wise) and we really don't know what kind of impact Sebastian and Kuroshitsuji in general will have on the overall anime community. There has been an impact, but nothing ground breaking, and Sebastian's character isn't *that* great or *that* unique, though he is still one Hell of a butler.
Sailor Moon, the anime in general, completely redesigned the concept of the Magical Girl genre, and if it hadn't been for that series the modern day Magical Girl show would not be what it currently is. Nor would the fabulous shows such as Princess Tutu, Pretear, and Mahou Shoujo Madoka Magica ever have come into existence.
Moving away from the impact of the series though...Looking at Sailor Moon's character, she first gets kudos for being the only female in this competition. She then has Sebastian beat when it comes to background, motivation, and her ability to grow and change as a person (we can actually, physically, see this in her three different *forms* with Serena being the childish, annoying, and somewhat dim everyday girl, Sailor Moon being the brave, caring, and thoughtful soldier, and Queen Serenity being the wise, elegant, and caring queen and mother). Sebastian, being a mysterious demon, doesn't really give us any of these things and is almost *too* perfect. This also means that Sailor Moon has more emotional complexity than Sebastian.
Finally, Sailor Moon's appearance is iconic, Sebastian's isn't. Not yet anyway, though nothing can really compare to Sailor Moon's sailor fuku and twin bun hairstyle. Also, Sailor Moon impacted me largely as a little girl, Sebastian, though I adore him, can never match up to that. So, I voted Sailor Moon.

Now, this needs to be said: I have not seen Black Butler, but I do not think Sebastian even deserves to be in this in the first place. It's too new of a show, and he's too new of a character to have any serious influence or any right to be considered among other characters much more deserving of a shot at a title like "greatest anime character ever". Frankly, a few of the other characters don't really belong either, but this guy definitely doesn't.
