Yeah, maybe this is weird that I'm voicing my opinion on this, considering I don't have a smart phone... but would there be the possibility of option #1, but with a streamlined linking process between the home and lock screen wallpapers?
In other words, a blend of both options? (I feel like that kid in those taco kit commercials XD)
If not, you can just ignore this comment. After all, I have not been initiated into the complex world of intelligent cellular telephones. Or website design, for that matter.
I love making lock-screen wallies more than home-screen ones. It personally think it'd be a bother to make a home-screen wallie after I spend a whole lot of time making a lock-screen wallpaper.
But I guess I can see why some will choose Option #2. It would be more organized. But I still stand by what I think. :]
(Thanks for using my wallpaper Adam! You made me a very happy otaku today ;D)

I started to make my iPhone wallies like the first example shown since that kind works well for both the home and lock screen. I tested all mine out on my own itouch, so I do understand how they work. ^^
Another thing is, since the words can't really be seen, it's best to place the words near the bottom of middle.

I actually kinda like Petie's idea xD Having the option of creating one, the other or both does sound better to me. Perhaps like how the current wallpapers(not iPhone wallpapers) have the ability to be uploaded in multiple sizes/dimensions, you could allow the viewer to click the thumbnail of an iPhone wallpaper and click links directly underneath the image where it could say "Home Screen Version" or "Lock Screen Version." That way there'd be a single thumbnail with one/two submissions in it where people can download one/either directly from their iPhones.
EDIT: I just wanted to add(since I'm not sure if you you read the Reporting Bugs post World) that when I try to push for the next page in the iPhone wallpapers section, it goes to the iPhone wallpaper submission page instead of the next page.

The fact that the iPhone lets you treat them individually should lead this decision. I feel the most efficient way to handle this is to have a choice on the form. You can pick "Home Screen Only", "Lock Screen Only", or "Both" (which would add a second file upload box on the same form). If you choose to just submit one or the other initially, the option to add the other should be present when you go to edit (or via a new submission and a link to the original), merging them but still allowing for them to be searched and browsed independently).
There are many people who don't want the same image in both locations so forcing the creation of one to make the other doesn't make a lot of sense. The key is to be able to link them but still make finding either a simple process.
I don't make iphone wallpapers (or at least not yet), but I think option two would be easier on the maker.
Plus it reduces clutter since the issue of manually linking the home and lock wallpapers only comes into play with option one.
Personally I prefer optiion 2.
I think putting them in pairs like that will keep the site less cluttered.
But maybe the ones with home screen can have its own tag or filter?
I don't have an iphone, so I had no idea about this lock screen thing. >> I've only made home screen walls apparently, and I don't know what goes into making a lock screen one...but for people that do and want to make lock screen walls, I think option 1 would be better...cause then there wouldn't be a YOU HAVE TO MAKE A HOME SCREEN, TOO catch. Although the downloading and linking part sounds a lot easier for option 2. :/

I think option one, seeing as we link to resources already it shouldn't be much more work.

I don't use iPhone so I don't really understand about lock/home screen thingy. But option 1 sounds better for me. :)

Yeah, option 2 sounds better. Just leave it to the artist if they want to create one type or the other. Just make sure images are labeled correctly.
