Hhhmmm... Halloween anime.. I think Ghost Hunt would be a good one and maybe Death Parade. Beautiful Bones is pretty good too if you like the murder mystery genre on Halloween. None anime I'd have to say Beetlejuice is always a good Halloween movie and semi kid movie I'd say Paranorman isn't bad lol.

As a fan of the horror genre, I attempt to try and celebrate Halloween all throughout the month of October in some way (especially since my job has had me working on Halloween Night the last two years in a row).
So to celebrate the Halloween season, I usually spend a good chunk of the month rereading a manga series called Psyren, by Toshiaki Iwashiro. The series is probably one of the best shonen manga titles you've never heard of. Much of the story is set in a post apocalyptic version of Earth filled with horrible mutants (I say much of because time travel is involved). Another part of the manga's story deals with unethical government experiments on people with psychic powers, which brings to mind the Stephen King novel, Firestarter. And the manga's climax is actually very Lovecraftian.
Of course as with many stories, what really makes Psyren work is its great characters.
But as for actual anime and movies, I tend to switch it up every year. For instance one year not too long ago I watched the Parasyte anime. As for movies, I usually go for one or more of the following titles.
Lifeforce
Alien
Aliens
Ghostbusters (the only Halloween-esque movie my dad will watch with me)
The Haunted Palace (featuring Vincent Price)
The Abominable Dr. Phibes (also featuring Vincent Price)

I'm going to say that Owari no Seraph is a great anime for the spooky month of October. The reason it is a good Halloween-ish anime is because it has vampires in it. Not an anime but Buffy the Vampire Slayer is perfect for Halloween for the same reason,she ganks vampires and supernatural creatures and of course SUpernatural too for the same reasons lol.
Other animes that are perfect any time just cus: Code Geass
Since someone else already threw in Soul Eater, I'll give another fun shonen.
D.Gray-Man. I haven't watched the anime but the manga art is gorgeous and it has a bunch of halloween aesthetic like vampires, graveyards, skeletons, and a chilling villain!

I watch both Vampire Hunter D movies, as well as some non-anime classics like Corpse Bride, Nightmare Before Christmas, and Rocky Horror Picture Show.
Usually, we go trick or treating with our kid, but Covid-19 ruined that this year. So, we might just binge some kid's Halloween movies and watch the adult ones after her bedtime this year.

Why would anyone cancel Halloween? By default you already wear a mask.
