I'm not sure if this was an intentional jab at anything (and I'm sure the actual Japanese in the manga explains this) but . . . Bush's tile set, while technically a winnable hand, is also a "chicken hand" meaning it's worth zero points and would lead to a cheap, garbage win for that game.
So naturally, Koizumi retaliates with basically the best possible tile set in Mahjong with pyro and lightning and such.
I think that'd technically be allowed through some sort of precedence rule or something . . .
