Welcome to theOtaku! ^^ You mentioned something about help on panelling and backgrounds, so here's some advice I found very useful. For panelling, it's really important on how you set them out since they affect the whole mood of your manga. For example, use the bleed for the key panels which you'd like to focus on, but don't overdo it. Transitions using panels are also important, but remember that less is more. One thing I find useful is to study the panellings done by pro mangaka, it's really quite abstract sometimes but I'm sure that you'll get it naturally.
For backgrounds, I can't stress how important the knowlege of perspective is, and practice, practice and more practice. Try going to a real place and sketch the scene first, then apply the perspective techniques (determine the vanishing point, your horizon etc).
