1.) make the brush the color you want the outer glowy part to be.
Ex. orange
2.)Effects:Inner Glow.
Change the color to white.
Technique: Precise
Source: Center
Choke: 0
Size: 0
Range: 61
Opacity: 61
* For range and opacity, those are the ones I used, but my advice is to screw around w/ it until it looks good.
Dude, how'd I miss this one! Probably because I've seen like 4 episodes of FMA total. :P Anyway, how did you get the flames to look like that?! And please, use an excruciating amount of detail to explain it, you know how I hate vague explanations.
