of course he can, he showed it in Shippudden. He learned it from his Sensei (4th hokage) but he can't use it thats why he created the Chidori

he can do the rasengan, he dont need that to copy because his sensei (the 4th) showed him Click Here ---> Proof

Wait... I don't ever remember Kakashi doing Rasengan. Though, being the Copy Ninja I'm sure he could if he desired too. xD Anyway, nice work, looks good.
