I'm sure if you link and credit it should be alright. I'm not that well-versed in the regulations, so my best suggestion is to just link, link, link away, as long as you used separate elements of said wallpaper/wallpaper site contents and didn't just lift the thing directly applied only minimal changes.
Nope, it's not from anime. This is from the Blazer Drive based game, but it's not for PC (too bad). I also found this video on YouTube, trailer or something. Hope they make anime too.
