Hmm, I recommend you don't use the Sharpen Tool at all, since it's not reliable. You should pick a higher Hardness (around 60%) and low Opacity (under 12%) and just draw. You can also decrease the Flow, for variation :] And change hues - that adds details! That way you can have sharper water without using the ST or the Sharpen filter :]

I'm actually busy improving the wallie right now:P The only issue I seem to have is I have no clue how to make the waves sharper...^^; the sharpen tool, for instance, never works for me because it starts to look grainy really fast=/ Any tips?

First off, you chose a good scan because the pose gets across what you wanted a.k.a. movement, anxiety etc. I love how you changed Sakura's expression - I wouldn't have guessed it if you hadn't mentioned it :]
You may want to tilt the water more to the left and make the waves' outlines thinner towards the rocks, since the perspective is kind of off when compared to Sakura. I'm guessing she's supposed to be running along the shore but here she looks like she was standing still and suddenly decided to jump.
There seems to be an issue with lighting, too: I can't tell what time of day it is; the sky suggests night, but the waves and Sakura suggest early evening. I can see if you made the sky dark in order to give the wall a more ominous appearance, but that's not very clear. Also, clouds aren't that near the horizon, you should put them higher and leave the horizon blank.
As for the waves, it would help if you made them a bit sharper or added more depth to them. And maybe make them a duller blue. Remember, if they're this blue, they're also somewhat transparent (check tropical water images). You could have the water gradually darken towards the horizon to create depth. And make more sea foam, it turned out great!
Speaking of Sakura, a shadow on the ground would be good to add; if it's "cloudy", have a small one at the bottom of her foot, not necessarily a long, dragging one. Also, you can deepen the shadows on her standing leg a bit.
I hope I don't offend you in some way, but I try to give the best advice I can and sometimes come out as rude or bitchy ^_^" I don't want that, really. Good luck in the competition, with every wallpaper you make you keep improving and I like seeing your evolution!
