Absolutely! Practice makes perfect, dear! i promise, the more you play around with GIMP and see what you can do, the better and better you'll get :D i will keep an eye out then for your new works!!
This is very good improvement from the first! it has a good, spooky aura because of the brushes you used :D good job so far! i guess the best thing to do is go to sites like zerochan or google and find images you like, then decide what you wanna do with it. do you wanna make it a magical wallpaper, or a spooky one, or a colorful one? you kinda have to think ahead and decide what you wanna do, then do it ^__^

I looked at your previous version but i was so busy that i couldn't write a comment to it. It was better than your first one too.
Anyway, i you want my advice, i think you have to bring the "girl" layer to the front. And you have to make her more attractive. That's my tactic: click to girl layer with right mouse, select Blending Options. Click on "Color Overlay" and then choose the full black color. Then click on "Normal" and change it to "Vivid Color" and then change the transparency level to %10-30. You will see the difference.
