welcome. Well if their on your desktop in the description type :Image: and then upload the image(look at the bottom for that thingy). But if you have the URL of the image, look in the big blue bar(where the faces and crap are) and look for a tiny image that looks like two mountains and click that then paste in the URL

well i use GIMP.
So if ya look on the tool bar, the last tool on the bottom is the "burn/dodge tool".
But if you look at the top and look for "windows" click that then look for "dockable dialogs" and then find "layers" click that and on the "mode" you can chage it to what ya like
