Well Winrar isn't really a free software so no, even my PC came with a trial period of it. I found a cracked version of it as a torrent. Yes, that's not legal so you can try to find other free unzipping softwares online once your winrar expires. There are llots of them which come free. Hope that helps.
Rar files are zipped files. You PC should have Winrar for unzipping them. Then you can see the image files in it in jpeg or png format. Just copy-paste those to a folder and you've got image files for textures. Rar just helps to decrease the overall size of images while uploading a large number of them~!
