Usually I take a scan from an anime/manga and then add effects/words to it on picmonkey.com. Sometimes, if I'm making an intricate wallpaper, I cut and paste different scans together, or post scans onto a background. And on picmonkey, there's an option to put texture on top! so its mainly like sprucing up a plain scan :)
