That's pretty much how "Arpeggio of Blue Steel" was. The girls didn't transform; they were Mental Models, which were artificially living AI who controlled all of the ship's functions in their mind, projected in the form of Life Rings which somehow represent the extend of their power and capabilities.
While anime you're referring to has nothing to do with Kantai Collection, Kantai Collection does not show transforming girls; the Kantai Collection heroines merely possess spirits of historical warships while dressing in flashy costumes with military weaponry provided to them.
