The effects that are present on the Chidori I especially like. However, I would apply the dodge tool to the background around Sasuke and Naruto to add extra detail and creativity to the overall wallpaper. I'm not the biggest fan of filterish effects, but it does look quite good. I'd just try using combined levels of brushwork and light and dark effects.
