My 2nd wallpaper of Ryomou Shimei from "Ikki Tousen". In making this wallpaper on paint program, I used the line tool to draw a cross to make my centerpoint, thus dividing the background into 4 rectangular areas, which I then colored with the fill-with-color tool, using shades of blue (dark to match with Shimei's costume, and light to match with her hair).
