This took about an hour and a half? Not to sure I get lost in my work.
I started out with a blue base color
*Added the image to the right with curves added to apply livliest color
-->Duplicated layer and set that to linear burn
-->Added blue color overlay on Naruto's eyes
*Added white clouds on a new layer
*Added a dark blue color on new layer above clouds and set it to overlay
*Added another layer above everything from black to blue
-->Added a lens flare to that layer on the bottom right
*A new layer of stars and galaxy brushes set to luminosity

And I used clouds and stardust brushes from deviant art I don't remember who made them though.

The two characters I used are Kakashi and Naruto from Naruto. Kakashi is the one on top with the white hair and Naruto has the blonde hair. Kakashi is basically a veteran ninja that everyone looks up to because he is a good fighter. Naruto wants to be hokage(Like emperor) and dedicates himself to reaching that goal through hardships and challenges in life.

I also did something new with the wallpapers I wanted to make sure that it didn't look stretched so the 1024x768 has black on the sides in order to have kept quality. I recommend the largest resolution.
