Combined the image of Enma Ai from an official Aniplex wallpaper with a photo of a road surrounded by woods at night (found on Google). Added a bunch of grain and pattern effects as well as some lighting and gradient effects to get the spooky/misty look. Finished it with a grungy celluloid film border; hence the name "Hell-uloid"!
