So basically the idea behind Izuru being a monster
is that he followed Gin's orders that got Momo and Toshiro wounded, almost losing their lives in the process.

He did all this for Gin and the guy just left. Momo being one of Izuru's long lost friends I figured he would have some guilt behind that and so, he feels that he is a monster for being so naive about Gin's intentions.
