Most characters (if not all) are old enough for people to know who they are, so it's not a problem. It's not a question of life and death anyway, so why complicate things?

How about giving each of the characters a brief description about itself? You can commission one member per character to write a one-paragraph description about him/her. That way, the extraneous variable of people not knowing him/her can be controlled to some extent.
It could also be the other way around... A person may "not vote" for a character they know and go for the other one they don't know simply because they hate it.

Besides, I missed the opportunity to nominate characters the first round because I simply could not decide.
I think we should stop overanalyzing this thing as some kind of serious intellectual debate with the future of our culture at stake and let it be what it is.
I think that's a fair way of approaching the ballots: only people who are familiar with either of the two should vote. However, would it be even more fair if a person were to be familiar with both of the characters? I know I've run across many young ones here (I feel old) who have NEVER heard of Spike Spiegel from Cowboy Bebop. My jaw drops each time. But then again, I've not heard of a few newer ones myself, like Sebastien.
I guess the question should be this: How accurate do you want this poll to be? If it's merely for fun, then perhaps loosen up the voting schema. If not, that is, if this poll is serious, then maybe not. Perhaps you could even make this an annual thing: The Greatest Anime Character of 2011! Then do a similar one next year. People's tastes change and they may have more opportunities to see more anime series and, hence, become more familiar with other characters.
