If I recall correctly, around that time Square switched from outsourcing localization of its games to doing in-house localization, and it was pretty rough for a while. That's why there's such a marked difference between their SNES translations and their early PS1 translations.

I heard once that Xenogears (another Square RPG) had a pitifully small translation team (like one or two people) that produced a predictably clunky, archaic translation. Maybe it was the same for FFVII. It's when you don't devote enough resources to quality checking that stuff like "This guy are sick" gets out. FFVII is also smack dab in the era of super liberal translations -- it's not quite FFVI levels ("Son of a submariner!"), but Barrett and Cid certainly harken back to that.
