Sounds like a really interesting idea. I'm pretty sure that no matter where how you put it up on this site, you would indeed get a rather good audience, as there are a lot of people here that would in fact be interested in that type of article.
I agree with Miss A; try some test of it, and that way you'll get a better idea of exactly how you want it to turn out.
I did the same thing at my main blog site not long ago. I split into two separate blogs, one being personal/everyday stuff, and the other being specific to my professional projects, like the novel I'm working on now. It's a good idea to separate the professional communications from the casual ones.
Why does that whole .com thing sound like a disaster waiting to happen? It makes sense in some cases, but at the same time it just smacks of trouble. You know, a lot of sites I go to actually have a separate "corporate" site on the side where the nuts and bolts of the business and website are covered. Maybe something like that could be applied to your problem as well.
In any case, a regular newsletter would help drum up interest and keep people coming around.

Maybe you could try a beta version of the first idea, of making a new World and seeing how much of an audience you can garner.
From there, perhaps you can get feedback from those people and make your own observations in order to improve on your idea.
Either way, I'm sure you'll figure it out. :P
