Because paperchildren are the main focus of the image. The other things behind them just use as a background even if they are taken with a camera. You could even use RL backgrounds in your wallpapers, but it normal if you can't post RL photos here since this is not the site for that.

Paper children you draw, and they make them basically chibi anime characters. it isnt Photography.

people made the paper children, they didn't make the other people in a photograph is my guess.
