If you're aiming for a shiny, breeding with a foreign ditto (Matsuda Method) is the way to go. It'll take awhile, but using this method, a friend of mine got a shiny eevee in about 300 eggs.

Bro I feel ya on the Eevee. I have a hack version of a pokemon game on my phone. Male eevees out the ASS in the safari zone

1 out of every 7 eevee are female. It's the same ratio as starters. Even when I go on a breeding spree, I don't get that many females in a box full of just eevee. But evolving the male pokemon into girly forms is fun XD
