I much prefer it when they leave it up in the air since like you say, if they're a decent villain at all, having connections is required. :p
Also, write up the bit on the perfect housewife, I'd be curious to see what you think of it. Mainly because there are times I see that in shows and I want to choke whoever made the character like that.
I'd be tempted to agree if all villains were totally incompetent and without any sort of connections at all. The fact that they need to request/demand THAT THING implies that the writer feels the audience needs to know the villains have connections, when in most situations I'd assume the villain had loads of connections or else they'd be absolutely piss-poor villain now wouldn't they?

I guess they say "go fetch me that thing" so it doesn't feel like the villain pulled it out of their ass for no good reason? I dunno, I don't quite get the reasoning behind it either.
