Well, I think in Sai, once you all your lineart and coloring done, you can add a layer under all your other layers and that'll be your background. (If I had a screen shot that'll be easier -_-;)
Well, do you mean your own background or just some random one? Well in either case, you can just use the free select tool, select your image, cut it and then paste it on the background in the second tab or window. Easy as that. Of course you have to watch for the resolution and such. I am not sure how it works on Sai. I know that it has select option, so I guess it would go something similar.
Anyway, you can also use some other program for this, like Gimp.
