Poochy, I'm SO GLAD you asked this question. I've wanted to make wallpapers and (better) ecards, myself. I'd like to turn some of my drawings into wallpapers.
I actually have a question to add to this: How do you remove all the pixel-y edges around images to make them look smoother? That's really been buggin' me.

As for an answer though, I'm not good with this >_< I only use picnik.com and prntscr.com but now I've looked at picmonkey.com which is awesome! But its not full of lots of effect/options like GIMP, its easy to use though! I'm sure everyone else has given you more help then I could! I hope you find a good program cuz I can't wait to see your wallies/ecards <3

I'm cool with the question! There's nothing wrong in asking for help.
eCards aren't my speciality, but I have made a few. :)
I use Photoshop CS3, I sometimes use free brushes that you can easily download.
Fonts you can get from 1001 Free Fonts♥ or you could use the site that xNotUnderstood suggested.
I use Minitokyo, Animepaper or Zerochan for scans. But be careful with Zerochan as it does have fan art as well.
Textures, uh, I just google them ^^"

I use gimp personally. Its free and easy for me to use.
Fonts can come from Dafont.com, their free there.
Textures, Athereality or DA is good.
Try to use images from MiniTokyo or Animepaper, sites like those are official works
