May I add something? Many of the artist on here are under the legal age to be "hired" so to speak. Though, there are many on here who are of age. Now, seeing as to how many artist on here aren't "famous" or "widely known" considering this sites relative backwater-ness. yes I made that up This would be a great chance to get some publicity for their works IF the person actually credits them. Yes I do believe that they should be paid but the message is kind of a trap because, as you said, they need to ask all those questions otherwise they are basically volunteering their work.
nice post!!!!! I haven't gotten contacted by this person yet but I'm currently battling an art theft so I totally understand the concern!!
This Sarah Bell did a big boo-boo in accidentally asking wallpaper artists to use their 'drawings' (what she thought was their drawings was really wallies/scans) NOw lets just pretend one of those wallie artists agreed and signed over their wallies to her... Quarto would be publishing scans and artwork from other people without even knowing as they did no research. There is not contact except for email and just that fact should make us turn this down.
Also did some research and I found that this Sarah Bell has been going around scrounging for stuff off the internet for a while... Once she asked this guy for his comic and he said its not mine, I was using it on my site for example purposes. Easily he could have said sure, use it and I'll take credit for it, and would Quarto have known?
You are totally right about the unprofessional actions here.
I'm totally disgusted by this as well, once again I say Nice post!!! Thankyou!!
And I'm starting to feel the same way about theO... Adam and the staff better do something about this because I won't want to be around here much longer if its so easy for people to steal off each other and also send emails like this.

I have equal concerns about this, dusted with a flashback to a time in the site's history when we got scammed on a larger scale. Uploading a quick v-log about it as I type this.
One part that gets me is that theOtaku is a site largely populated by teenagers. This group is preying on kids, essentially, and that's disgusting. Unfortunately, if I was 15 and approached with this, I would freak out and be quite excited. Taking a step back and looking at the practicality of the situation is hard to do.
Unfortunately, this is becoming more and more common. Companies who either cannot afford to pay on a contractual basis, or even just don't want to pay royalties groom sites such as this for 'easy rides'. And, more's the pity, members do fall for it. While I am not slandering the company itself, as they are indeed rather successful, the methods that they have employed leave me with a bad taste in my mouth. I strongly recommend that anyone considering taking them up on the offer to look around for more viable opportunities first. There are plenty out there.
Most of the points you cited were some questions I also raised - particularly with the right to the artworks...
I am assuming that this company views the O's artist as a bunch of either amateurs or plain ol' hobbyist that would want nothing more than mere publicity...
If it is indeed true... they should at least add more details if their plan was to gather interested parties.
Is it really that secretive in the publishing world? Or is this just a sign of the underhanded method some people will go to so they can have free work done?
