Well, maybe the sizing isn't the problem. Maybe the image just takes up too much memory. Try copy and pasting it and resizing it in a different document and saving it as a JPG?
Yeah like Lune said :P depends on your program...But I'm guessing if you wanted to resize by pixels it would be an option under image or something? Or edit?
There is a way to resize it but it just depends on what kind of programs you have. Ones like PictureIt, GIMP, and Photoshop do a better job with quality than Paint does.

I have paint.net. And I get how to make the dimensions the right size, but it keeps telling me that the file size is too big.
