O-o Then I definately recommend Picture Manager. To get there:
1) Normal open your file
2) right click the image in picture viewer
3) put your mouse over the scroll down menu that says "Open with"
4) click "Microsoft Office Picture Manager"
Then to resize it:
1) click the "Edit Picture" button in the bottom right-centerish area of the menu.
2) a side bar will come up. Click "Compress". Then select your size
O-o' For me, that's unheard of. Have you tried shutting down your computer and restarting? The only time its done that to me is when my browser was being retarded... Also, Windows Picture Manager can compress pictures (I just went and checked). Once again, hit edit then select compress
Oh, then the image file size is too big. Photobucket may just help that too. (It's done that to me, and Photobucket seemed to help me.) It normally compresses the file size and turns it to JPG or GIMP. If that doesn't work, I don't know any other tricks.
Is it saying its still the wrong type? Then you might want to try uploading it to photobucket first, resaving it, then submitting it (That's what I do with my cards)
When you click save as, under where you type the name, there is a scroll list. click on jpg/ JPEG. Then it will probably ask you if you want to compress if you have more than one layer. Just keep clicking yes.
