The kids most certainly can stay with the father full time if the mother, for some reason, decided she did not want custody. This I know for sure.
Usually couples go to court only if they and their lawyers can't come to an agreement. As the kids are too young to decide for themselves in this case it's up to the parents to figure out who is more stable and able to take care of the children.

most of the time the parents will go to court for custody of the children to see who is well fit to take care of the child and so forth if the mother is unable or unwilling the custody goes to the father
Well, in America it is uncommon for the father to be the first to receive the children; even if the mother is in harsh conditions, no matter what the age of the child happens to be. Unless the mother is able to take care of said child on her own or can assign guardianship to another relative.
But the question raises another question, why would you want to know?

I don't know a lot about this issue. But I am pretty sure that if the mother doesn't want the children, the father usually gets them. There are a lot of other factors too in custody issues, like the fitness of the parents and what not.

I'm pretty sure the child(ren) can be given to the father. Sorry, I don't know much about divorce even though I live in Canada.
