The manga is actually more consistent plot-wise than the anime. More specifically, it's more focused than the first season of the anime. The first season was kind of episodic, while the second had an over-arching plot that even stretched across a generation. I think this disparity between first and second season happened because of how they chose to break up and use material from the manga.
In the manga, the story is pretty much the same, but the individual stories themselves are in a slightly different order e.g. the manga keeps the Pinocchio storyline withing the context of the other arcs. The anime broke the Pinocchio storyline up, and placed it into the second season. By doing so, the first season didn't really have much of an overarching story to work with, so it focused on the individual girls (especially Henrietta).
As for the art...well, the second season looks like it was made on a very slim budget, haha. The art isn't as good as the first season, and it takes a while to get used to. But I think the story makes up for it.
I didn't watch this until years after it was released in both Japan and North America. When I finally got around to watching it, it was a nice surprise. (Which made me want to read the manga, too.)
I've seen the first season and thoroughly enjoyed it. The 2nd season was something to get used to: the animation style was a little different, and the story seemed to focus mostly on Triela and her "brother." I liked Triela, but I appreciated the plot of the first one better. Good series overall! Is the anime very different from the manga?
