Well~~ Assuming you have a tablet.
First do a sketch of your drawing on the first layer. Make the opacity low, then create a second layer. On the second layer carefully trace what you drew on the first layer. Try do long fast strokes.

Thats all I can say haha =w= the rest is just practice. When i first started cg my lines were sooo sketchy. Sorry if i wasnt any help =3=

Btw, do you know how to make neat line art in photoshop?? I don't have SAI and I have no idea how people can make neat line art.
