The first part of the video deals with crazy laws that are enforced, for example, two girls were told by police that they weren't allowed to sell lemonade, because of weird permit laws we have here in America. Another part shows a family how they basically went bankrupt because someone enforced a law about how they weren't allowed to have certain trees in their yard, something that was beyond their control. It's a report showing how much the common people are losing their rights and their livelihood because of frivolous laws, in turn for monetary gains for those who can afford these lawsuits (wealthy corporate "fatcats", to be blunt, which means that a lot of individual rights advocates would not like this). The last part is asked whether legalization of drugs and prostitution would bear to be fruitful in our current system. It's an interesting general subject on the current sociopolitical landscape of the US. Hope that explains a little.
