1. You'll need Photoshop, can be done in Paint too, but the quality won't be pretty. I suggest just looking for avatars, my current one is found someplace as well XD
2. Sorry, but can't help you, I'm not into RPing, but there are lots of Bleach and Naruto ones (what people like) so maybe you could make a special one <3
