Look at how much blockier the wood and chalkboard textures are in SHiN-gx's; that's probably the result of a smoothening filter, which makes the video look cleaner by removing noise in flat color. Also note how there's banding on the right side of the chalkboard, which is also made worse by smoothening filters. Next, look at how the lines are darker and sharper compared to Frostii and Chihiro, and how the haloing around them is more visible. The color saturation also looks like it was increased for some reason. Obviously some people prefer that kind of super smooth and sharp look, but I think it's over-filtered and not how the anime was intended to look.

I don't know all that video talk but you're suggesting that Frostii's encode is better than SHiN-gx? Having checked both episodes, Frostii's encode has minimum banding but the overall presentation, I believe SHiN-gx's encode is superior. Theirs is cleaner and sharper and I don't spot any detail loss you mentioned.

Also checked CoalGuys and Chihiro's version and SHiN-gx is still at the top in my opinion.
