I'm not sure if it has any matchmaking code for when you have it automatically pick a server for you. But the game doesn't track detailed stats — it's pretty much just most and average kills, damage, etc. in one life — so I can't imagine it would be that great even if it did.
You can track more detailed stats with HLStatsX, but only on servers that support it.
Generally, if I join a server full of people way above or below my skill level, I just disconnect and browse the server list for a different one.
