Studio DEEN does this stuff because it is Studio DEEN. It's practically a miracle that the studio made something as stunning as the Kenshin OVA considering its sole mission in life is to ugly up as much anime as possible.
I can see what you mean. That same feeling of induced rage wells up in me whenever I watch a black-and-white movie where they use a filter to make the picture "softer" but it only comes out blurry as shit. It's one thing if you upsize a picture for your desktop and don't mind the blurriness in the context, but putting other people through it? No.
