The fre works don't really bother me and my neighbores clean up all the time. But I do know what you mean by the littering. That happens everywhere. I never clean up after other peoples messes like that though. the occasional can picking and stuff. But other than that it sounds like your neighbors are slobs. I'm sorry. You should yell at them! LOL
