Although sad that the government has to resort to these measures, take into consideration that it wasn't until the 70's that the seat belt as we know it today came out and that kids could stand in the passenger seat with their parent's arms as the seat belt.
And... also... this is the society in which a woman won a case against McDonalds because her coffee was hot.
